Percy Winters, Jr is President of AFSCME Local 88, representing Multnomah County employees, the second-largest union in Portland, Oregon with a membership of over 4,200.
Percy became the first black president of Local 88 in November of 2017. Since becoming president, Percy has increased his membership to 97% post-Janus, been nominated for AFSCME International Never Quit Award, was the first to negotiate microaggression language in any contract nationwide, recruited, trained, and retained a diverse steward base, and appointed the first Diversity, Equity and Inclusion Manager for Local 88.
Percy is a champion and true leader when it comes to diversity, equity and inclusion. He has led his membership to rise up against the racism and violence that plagues the black community. He continues to fight for racial, equity, economic, and social justice for his black members and community.
He has served 20 years as the Chair/Co-Chair for the Northwest Public Employees Diversity Conference. This educational event is the largest of its kind in the Pacific Northwest and provides a unique opportunity to cross diverse boundaries for the common purpose of promoting diversity values of inclusiveness, respectful work environments, equal opportunity for all, and culturally responsive service.
In his spare time, Percy enjoys rooting for his favorite football team (Pittsburgh Steelers), as well as fishing, camping, and gardening.
